CURIES (Re: Things that make me scream: RDF "QNames")
There is at least some attempt to address these issues (which while esp. egregious in RDF serializations, do occur elsewhere) in the CURIE spec. (I’ve not studied it in detail.)
I don’t find your “base” alternative particularly appealing, but then I don’t see the difference between it and the CURIE stuff. (Is it just using “base” vs. “prefix”? I certainly don’t care about that.)
