But you can always use xsl:extension-element-prefixes on the extension element itself. My point is that if you’re going to try to prevent the use of extensions, then you should make it watertight: restricting parts of the stylesheet syntax (and at the same time preventing a bunch of useful things you might want to do) isn’t the way to do it.
