Personally, I like the “striped” URI scheme most as it provides, as you say, a neat method of returning all the sections in a particular part.

I would, however, append a slash to those URIs referring to a whole collection, like so:

/part/I/section/

This trailing slash hereby distinguishes collections from individual entries—and it can be read as a plural-s, too.
